HEROIN users in Carmarthenshire are being encouraged to smoke thedrug by a community partnership.
The users may soon be given special foil in an initiative whichis being run by the Carmarthenshire Community Safety Partnership.
Members of Carmarthenshire council's social justice, crime anddisorder scrutiny committee heard of the surprising plans at aspecial report on Monday.
The partnership proposals were contained in its annual report onthe controversial needle exchange programme for drug users.
The report stated that Pounds 44,586.45 was spent on the needleexchange programme for Carmarthenshire in 2009-10.
